湖北十堰市這8大重點領域將加強節能降耗 節能行業將再迎風口
日前,湖北省十堰市印發了,《“十三五”節能減排和溫室氣體排放控制綜合工作方案》(以下簡稱“方案”)方案中稱:到2020年,全市萬元地區生產總值能耗比2015年下降16%,單位地區生產總值二氧化碳排放比2015年下降19.5%,能源消費總量控制在852萬噸標準煤以內;重大工程的化學需氧量、氨氮、二氧化硫、氮氧化物減排量分別為0.23萬噸、0.02萬噸、0.45萬噸、0.11萬噸,比2015年分別減少12 %、12%、15%和18%;重大工程揮發性有機物減少0.57萬噸,比2015年減少10%以上。

一、突出工業節能降碳。實施工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)能(neng)(neng)(neng)效(xiao)趕超行(xing)(xing)動(dong),加強(qiang)重(zhong)點能(neng)(neng)(neng)耗行(xing)(xing)業(ye)(ye)(ye)(ye)管控,全(quan)面落實重(zhong)點耗能(neng)(neng)(neng)行(xing)(xing)業(ye)(ye)(ye)(ye)能(neng)(neng)(neng)效(xiao)對標,推(tui)進重(zhong)點能(neng)(neng)(neng)耗企(qi)業(ye)(ye)(ye)(ye)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)管控中心建設(she),推(tui)廣工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)智能(neng)(neng)(neng)化(hua)用(yong)(yong)能(neng)(neng)(neng)監(jian)測(ce)和診斷(duan)技(ji)術(shu)。加強(qiang)企(qi)業(ye)(ye)(ye)(ye)碳排放(fang)(fang)管理體系(xi)建設(she),加快工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)低碳技(ji)術(shu)開發(fa)與(yu)應(ying)用(yong)(yong),強(qiang)化(hua)企(qi)業(ye)(ye)(ye)(ye)碳排放(fang)(fang)管理。到(dao)2020年(nian),規模(mo)以上工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)單位(wei)增(zeng)加值(zhi)能(neng)(neng)(neng)耗比(bi)2015 年(nian)降(jiang)低20%以上,單位(wei)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)增(zeng)加值(zhi)二氧化(hua)碳排放(fang)(fang)排放(fang)(fang)量比(bi)2015年(nian)下降(jiang)22%,電(dian)(dian)(dian)力(li)、鋼鐵、建材、化(hua)工(gong)(gong)(gong)、有色、電(dian)(dian)(dian)石、電(dian)(dian)(dian)解(jie)鋁(lv)等重(zhong)點耗能(neng)(neng)(neng)行(xing)(xing)業(ye)(ye)(ye)(ye)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)利用(yong)(yong)效(xiao)率達到(dao)或(huo)接近國內先(xian)進水(shui)平。推(tui)進新一代信息技(ji)術(shu)與(yu)制造技(ji)術(shu)融合發(fa)展(zhan),提升工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)生(sheng)產(chan)效(xiao)率和能(neng)(neng)(neng)耗效(xiao)率。開展(zhan)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)領(ling)域電(dian)(dian)(dian)力(li)需求(qiu)側管理專項(xiang)行(xing)(xing)動(dong),推(tui)動(dong)可再(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)在工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)園區(qu)的應(ying)用(yong)(yong),將可再(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)占比(bi)指標納入工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)園區(qu)考核體系(xi)。

二、強化建筑節能降碳。開展(zhan)超低能(neng)(neng)(neng)耗及(ji)近零能(neng)(neng)(neng)耗建(jian)(jian)(jian)(jian)筑(zhu)建(jian)(jian)(jian)(jian)設試點,加(jia)快(kuai)建(jian)(jian)(jian)(jian)筑(zhu)屋頂分布式(shi)光(guang)伏發電。落實綠(lv)色(se)(se)(se)建(jian)(jian)(jian)(jian)筑(zhu)建(jian)(jian)(jian)(jian)設標準,大力開展(zhan)綠(lv)色(se)(se)(se)生(sheng)態城(cheng)區建(jian)(jian)(jian)(jian)設示范,政(zheng)府投資的公益性建(jian)(jian)(jian)(jian)筑(zhu)、大型公共(gong)建(jian)(jian)(jian)(jian)筑(zhu)及(ji)城(cheng)區的保障性住(zhu)房要全(quan)部(bu)執(zhi)行(xing)綠(lv)色(se)(se)(se)建(jian)(jian)(jian)(jian)筑(zhu)標準。到2020 年,城(cheng)鎮(zhen)綠(lv)色(se)(se)(se)建(jian)(jian)(jian)(jian)筑(zhu)面積(ji)占新建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)面積(ji)比重達到50%。加(jia)快(kuai)綠(lv)色(se)(se)(se)建(jian)(jian)(jian)(jian)筑(zhu)全(quan)產業鏈發展(zhan),推(tui)行(xing)綠(lv)色(se)(se)(se)施(shi)工(gong)方(fang)式(shi),推(tui)廣節能(neng)(neng)(neng)綠(lv)色(se)(se)(se)建(jian)(jian)(jian)(jian)材(cai)、裝(zhuang)配式(shi)和鋼結構建(jian)(jian)(jian)(jian)筑(zhu)。實施(shi)既有建(jian)(jian)(jian)(jian)筑(zhu)節能(neng)(neng)(neng)改(gai)造(zao)面積(ji)43萬(wan)平方(fang)米以上(shang),推(tui)動(dong)老舊住(zhu)宅節能(neng)(neng)(neng)改(gai)造(zao)與抗震加(jia)固(gu)改(gai)造(zao)、加(jia)裝(zhuang)電梯等適老化改(gai)造(zao)同步實施(shi)。推(tui)廣利用太(tai)陽能(neng)(neng)(neng)等可(ke)再生(sheng)能(neng)(neng)(neng)源建(jian)(jian)(jian)(jian)筑(zhu)面積(ji)343萬(wan)平方(fang)米。到2020年,實現建(jian)(jian)(jian)(jian)筑(zhu)節能(neng)(neng)(neng)量15.76萬(wan)噸標煤。

三、促進交通運輸節能降碳。加快全(quan)國(guo)低(di)碳交(jiao)(jiao)通(tong)(tong)試點建(jian)設,大力發展公(gong)(gong)共(gong)交(jiao)(jiao)通(tong)(tong),建(jian)成主城區、市(shi)縣、主要旅游風景區的一體化公(gong)(gong)共(gong)交(jiao)(jiao)通(tong)(tong)網(wang)絡體系,推動(dong)公(gong)(gong)共(gong)交(jiao)(jiao)通(tong)(tong)與(yu)公(gong)(gong)路、鐵路、航空等實現無縫銜接(jie),提高(gao)綠色出行比例。到2020年(nian)全(quan)市(shi)公(gong)(gong)共(gong)交(jiao)(jiao)通(tong)(tong)分擔率達到50%。促進交(jiao)(jiao)通(tong)(tong)用能(neng)清潔化,大力推廣節能(neng)環保汽車、新能(neng)源汽車、天然氣(CNG/LNG)清潔能(neng)源汽車、液化天然氣動(dong)力船舶(bo)等,并支持(chi)相關配套設施建(jian)設。推動(dong)交(jiao)(jiao)通(tong)(tong)運輸智能(neng)化,建(jian)立(li)公(gong)(gong)眾出行和物流平臺信息(xi)服務系統,引導培育“共(gong)享型”交(jiao)(jiao)通(tong)(tong)運輸模式。

四、推動商貿流通領域節能降碳。推(tui)(tui)進零售、批(pi)發(fa)、餐飲、住(zhu)宿、物(wu)流等企業(ye)建設能源(yuan)管理體(ti)系(xi),建立(li)綠(lv)色節(jie)能低碳運(yun)營管理流程(cheng)和(he)機制(zhi)(zhi),加(jia)快淘汰落后用(yong)能設備,推(tui)(tui)動(dong)照明、制(zhi)(zhi)冷和(he)供熱系(xi)統節(jie)能改造。開展(zhan)綠(lv)色商(shang)場、綠(lv)色飯店、綠(lv)色餐飲等示范創建,實施商(shang)貿流通企業(ye)設置綠(lv)色產品專柜,推(tui)(tui)動(dong)大(da)型商(shang)貿企業(ye)實施綠(lv)色供應鏈管理。加(jia)快綠(lv)色倉儲、綠(lv)色物(wu)流園區建設,推(tui)(tui)進倉儲設施、物(wu)流園區利用(yong)太陽能等清(qing)潔能源(yuan)。

五、推進農業農村節能降碳。加快淘汰老舊農(nong)業機(ji)械(xie),推廣農(nong)用(yong)(yong)節(jie)(jie)能(neng)(neng)(neng)(neng)機(ji)械(xie)、設備(bei)和漁(yu)船(chuan),發展節(jie)(jie)能(neng)(neng)(neng)(neng)農(nong)業大棚。推進節(jie)(jie)能(neng)(neng)(neng)(neng)及(ji)綠色(se)農(nong)房(fang)(fang)建(jian)設,結(jie)合(he)農(nong)村危房(fang)(fang)改造穩步(bu)推進農(nong)房(fang)(fang)節(jie)(jie)能(neng)(neng)(neng)(neng)及(ji)綠色(se)化改造,推動(dong)城鎮燃氣(qi)管網向(xiang)農(nong)村延伸和省柴節(jie)(jie)煤(mei)灶更新換代,因地制(zhi)宜采(cai)用(yong)(yong)生(sheng)(sheng)物(wu)質(zhi)能(neng)(neng)(neng)(neng)、太陽能(neng)(neng)(neng)(neng)、空氣(qi)熱(re)能(neng)(neng)(neng)(neng)等(deng)解決農(nong)房(fang)(fang)采(cai)暖、炊(chui)事、生(sheng)(sheng)活熱(re)水等(deng)用(yong)(yong)能(neng)(neng)(neng)(neng)需求,提升(sheng)農(nong)村能(neng)(neng)(neng)(neng)源(yuan)(yuan)利用(yong)(yong)的(de)清潔(jie)(jie)化水平。推廣使用(yong)(yong)生(sheng)(sheng)物(wu)質(zhi)可再生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)和液化石油氣(qi)等(deng)商品(pin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)。到2020年,全市農(nong)村清潔(jie)(jie)能(neng)(neng)(neng)(neng)源(yuan)(yuan)入(ru)戶普及(ji)率達到45%。

六、加強公共機構節能降碳。公(gong)(gong)(gong)共機(ji)(ji)(ji)構(gou)(gou)率(lv)先(xian)(xian)(xian)執(zhi)行(xing)綠(lv)色建(jian)筑標準,新(xin)建(jian)建(jian)筑全部(bu)達到綠(lv)色建(jian)筑標準。深(shen)入推(tui)進公(gong)(gong)(gong)共機(ji)(ji)(ji)構(gou)(gou)以(yi)合(he)同能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)管理方式(shi)(shi)實(shi)施(shi)(shi)(shi)(shi)節能(neng)(neng)(neng)(neng)改造,推(tui)動政府購買(mai)合(he)同能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)管理服務,探索用能(neng)(neng)(neng)(neng)托管模(mo)式(shi)(shi)。2020年(nian)(nian)公(gong)(gong)(gong)共機(ji)(ji)(ji)構(gou)(gou)單(dan)位(wei)建(jian)筑面積能(neng)(neng)(neng)(neng)耗(hao)(hao)和(he)人(ren)均能(neng)(neng)(neng)(neng)耗(hao)(hao)、人(ren)均用水量分別(bie)比2015年(nian)(nian)降低(di)10%和(he)12%、15%。深(shen)入推(tui)進公(gong)(gong)(gong)共機(ji)(ji)(ji)構(gou)(gou)節能(neng)(neng)(neng)(neng)試點示范,創建(jian)20家節約型(xing)公(gong)(gong)(gong)共機(ji)(ji)(ji)構(gou)(gou)示范單(dan)位(wei)和(he)2家能(neng)(neng)(neng)(neng)效領跑(pao)者。公(gong)(gong)(gong)共機(ji)(ji)(ji)構(gou)(gou)率(lv)先(xian)(xian)(xian)淘汰(tai)老舊車(che),率(lv)先(xian)(xian)(xian)采(cai)購使用節能(neng)(neng)(neng)(neng)和(he)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)汽車(che),市直部(bu)門及(ji)公(gong)(gong)(gong)共機(ji)(ji)(ji)構(gou)(gou)購買(mai)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)汽車(che)占當年(nian)(nian)配(pei)備更(geng)新(xin)車(che)輛總量的(de)比例提高到50%以(yi)上,新(xin)建(jian)和(he)既有(you)停車(che)場要(yao)配(pei)備電(dian)動汽車(che)充(chong)電(dian)設(she)(she)施(shi)(shi)(shi)(shi)或預留充(chong)電(dian)設(she)(she)施(shi)(shi)(shi)(shi)安裝條件。公(gong)(gong)(gong)共機(ji)(ji)(ji)構(gou)(gou)率(lv)先(xian)(xian)(xian)淘汰(tai)采(cai)暖鍋爐(lu)、茶浴爐(lu)、食堂大灶(zao)等(deng)燃煤(mei)設(she)(she)施(shi)(shi)(shi)(shi),實(shi)施(shi)(shi)(shi)(shi)以(yi)電(dian)代煤(mei)、以(yi)氣(qi)代煤(mei),率(lv)先(xian)(xian)(xian)使用太陽能(neng)(neng)(neng)(neng)、空氣(qi)能(neng)(neng)(neng)(neng)等(deng)清潔能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)提供(gong)(gong)供(gong)(gong)電(dian)、供(gong)(gong)熱/制冷服務。

七、加大重點用能單位節能降碳管理。開(kai)展重(zhong)點(dian)(dian)用能(neng)(neng)單位(wei)(wei)“百千(qian)萬(wan)”行(xing)動(dong),每年對(dui)“百千(qian)萬(wan)”重(zhong)點(dian)(dian)用能(neng)(neng)單位(wei)(wei)進行(xing)目(mu)標(biao)(biao)責(ze)任評價考核。重(zhong)點(dian)(dian)用能(neng)(neng)單位(wei)(wei)要圍繞(rao)能(neng)(neng)耗總量控制(zhi)、能(neng)(neng)效(xiao)(xiao)和(he)二氧化碳排放目(mu)標(biao)(biao),對(dui)用能(neng)(neng)實行(xing)年度(du)預算管(guan)理(li)。推(tui)動(dong)重(zhong)點(dian)(dian)用能(neng)(neng)單位(wei)(wei)建(jian)設能(neng)(neng)源(yuan)(yuan)(yuan)管(guan)理(li)體系并開(kai)展效(xiao)(xiao)果(guo)評價,健全能(neng)(neng)源(yuan)(yuan)(yuan)消費臺賬。配備配齊能(neng)(neng)源(yuan)(yuan)(yuan)計量器具,進一(yi)步完善能(neng)(neng)源(yuan)(yuan)(yuan)計量體系。依法開(kai)展能(neng)(neng)源(yuan)(yuan)(yuan)審(shen)計,組織(zhi)實施能(neng)(neng)源(yuan)(yuan)(yuan)績效(xiao)(xiao)評價,開(kai)展達標(biao)(biao)對(dui)標(biao)(biao)和(he)節能(neng)(neng)自愿活動(dong),大(da)力提升重(zhong)點(dian)(dian)用能(neng)(neng)單位(wei)(wei)能(neng)(neng)效(xiao)(xiao)水平。嚴格執行(xing)能(neng)(neng)源(yuan)(yuan)(yuan)統計、能(neng)(neng)源(yuan)(yuan)(yuan)利用狀況報告(gao)、能(neng)(neng)源(yuan)(yuan)(yuan)管(guan)理(li)崗位(wei)(wei)和(he)能(neng)(neng)源(yuan)(yuan)(yuan)管(guan)理(li)負責(ze)人等(deng)制(zhi)度(du)。

八、強化重點用能設備節能管理。加強高耗能(neng)(neng)(neng)特(te)種設(she)備(bei)節(jie)(jie)能(neng)(neng)(neng)審查(cha)和監管(guan),強化鍋爐節(jie)(jie)能(neng)(neng)(neng)減排,推(tui)進鍋爐生產(chan)、經營(ying)、使用(yong)等(deng)(deng)全(quan)過程(cheng)(cheng)節(jie)(jie)能(neng)(neng)(neng)環(huan)保(bao)監督管(guan)理。完成20蒸(zheng)噸(dun)以下(xia)的燃(ran)煤鍋爐淘汰或清潔能(neng)(neng)(neng)源替(ti)代工程(cheng)(cheng),嚴格新建(jian)鍋爐節(jie)(jie)能(neng)(neng)(neng)環(huan)保(bao)的準入(ru)條件。開展(zhan)(zhan)鍋爐節(jie)(jie)能(neng)(neng)(neng)環(huan)保(bao)普查(cha)整治,建(jian)設(she)覆蓋安全(quan)、節(jie)(jie)能(neng)(neng)(neng)、環(huan)保(bao)信息(xi)的數據(ju)平(ping)臺(tai),納入(ru)環(huan)保(bao)在線監測并(bing)實(shi)(shi)現(xian)信息(xi)共享。開展(zhan)(zhan)電梯(ti)能(neng)(neng)(neng)效(xiao)測試與評價,積極(ji)推(tui)廣永磁(ci)同步電機(ji)(ji)、變(bian)頻調速、能(neng)(neng)(neng)量(liang)反饋等(deng)(deng)節(jie)(jie)能(neng)(neng)(neng)技術的集成應(ying)用(yong),實(shi)(shi)施老舊電梯(ti)安全(quan)節(jie)(jie)能(neng)(neng)(neng)改造工程(cheng)(cheng)。大力推(tui)廣高效(xiao)換(huan)熱器,提升熱交換(huan)系統(tong)能(neng)(neng)(neng)效(xiao)水平(ping)。推(tui)廣高效(xiao)電機(ji)(ji)、配電變(bian)壓(ya)(ya)器等(deng)(deng)用(yong)能(neng)(neng)(neng)設(she)備(bei)應(ying)用(yong),淘汰低(di)效(xiao)電機(ji)(ji)、變(bian)壓(ya)(ya)器、風機(ji)(ji)、水泵、壓(ya)(ya)縮機(ji)(ji)等(deng)(deng)用(yong)能(neng)(neng)(neng)設(she)備(bei),全(quan)面(mian)提升重點用(yong)能(neng)(neng)(neng)設(she)備(bei)能(neng)(neng)(neng)效(xiao)水平(ping)。
